Founded

A planned community, since the beginning.

Houston Heights was platted in 1891 by Oscar Martin Carter and the Omaha and South Texas Land Company — one of Houston's first planned suburbs, situated 23 feet above the city on naturally elevated ground, away from the floods and yellow fever that plagued downtown.

Carter's vision was democratic by design. His advertisements targeted white-collar workers, young professionals, and skilled craftsmen — not the very wealthy. He purchased 1,756 acres, invested over $500,000 in utilities, streets, parks, and schools, and arranged for electric streetcar service from Houston four miles away — a considerable distance in 1890.

Heights Boulevard was modeled after Commonwealth Avenue in Boston: a broad, tree-lined central thoroughfare with a 60-foot esplanade. The founding families built grand Victorian homes along it. The trees and natural features lining those streets today were planted during that first period of development.

"The social and economic make-up of the present day Houston Heights probably is quite similar to that of 1915. The early occupants of the large, fanciful homes along the Boulevard were often doctors, lawyers, and real estate professionals."

Before Carter's arrival, this section of southeastern Texas had long been significant. First inhabited by Native Americans of the Coastal Plains, the area was later contested by French and Spanish powers in the 18th century. At that time, Chief Canos of the Orcoquisacs controlled the region, skillfully playing the two European powers against one another for many years.

New industries related to oil, gas, and shipping arrived at the turn of the century. Cotton mills, textile factories, and oil refineries grew in the area. One factory, the Oriental Textile Mill, even developed a cluster of small homes for workers near the plant. But the greater portion of Houston Heights was always residential.

The green open spaces, schools, churches, and civic clubs that Carter built from the outset gave residents a shared foundation. That foundation is what the Houston Heights Association, formed in 1973 by concerned business owners and homeowners, was created to protect — when deterioration threatened the neighborhood's stock of turn-of-the-century residences.

Today, Houston Heights is a federally designated Historic Multiple Resource Area, listed on the National Register of Historic Places since 1983. More than 100 structures carry National Register status. The neighborhood remains one of Houston's most intact and livable historic communities.

Houston Heights was annexed by the City of Houston in 1919. Though it lost its independent municipal status, it never lost its identity. Residents continued to organize, to advocate, and to reinvest — and when neglect threatened in the 1970s, they formed the HHA to make that commitment institutional.

The Heights today is home to thousands of households who have chosen to live in a neighborhood where history, walkability, and civic engagement are not abstractions — they are daily life. The HHA exists to keep it that way.

Houston Heights is listed as a Historic Multiple Resource Area. Over 100 individual structures receive National Register designation.
1991
Centennial Celebration
HHA leads community-wide centennial events marking 100 years since Oscar Martin Carter platted the neighborhood in 1891.
1990's
Heights Boulevard Restoration
Major restoration effort on the historic 19-block esplanade. New plantings, lighting improvements, and ongoing stewardship of the boulevard's tree canopy.
2000s
Deed Restriction Enforcement
HHA strengthens its deed restriction monitoring program, successfully defending the neighborhood against incompatible development and commercial encroachment.
2006
Heights Fire Station No. 6 Saved
HHA leads the successful campaign to preserve and restore the historic 1942 fire station on Heights Boulevard, later converting it into a community event venue.
2010
Marmion Park Improvements
Significant investment in Marmion Park, including new facilities and landscaping. The park becomes a central venue for HHA signature events including the annual Heights Fun Run.
1985
Heights Fun Run — 41st Annual
The annual 5K/10K Fun Run, one of Houston's longest-running neighborhood races, celebrates its 41st year with record participation.
2018
Harvey Recovery Leadership
Following Hurricane Harvey, HHA coordinates neighborhood recovery efforts, connects residents to resources, and advocates for flood mitigation infrastructure in the Heights.
2020
Donovan Park Reimagine Campaign
HHA launches the Reimagine Donovan Park campaign to restore and expand community green space, raising funds for a major renovation of the historic park.
2023
50 Years of the HHA
The Houston Heights Association celebrates its 50th anniversary — five decades of advocacy, stewardship, and community building in one of Houston's most beloved neighborhoods.

Boulevard Art Underwriting
HHA continues to fund and steward the Heights Boulevard public art program, supporting local artists and maintaining the neighborhood's cultural identity.
